Government Relations Watch

The pool and hot tub industry is being inundated with a crushing number of legislative and regulatory initiatives, but who's watching your back? APSP is at all levels. Here are some key issues happening now:
Energy
APSP is constantly monitoring energy issues and gets involved to make sure states reference our standards and to make sure they do not adopt language inconsistent with our standards. Currently there is legislation in several states looking to adopt provisions similar to California and APSP-15 and APSP-14 standards addressing energy efficiency of pool pumps and portable spas, plus some states have begun looking at Energy Star tax holidays. We will work to make sure they include our Energy Star pool pumps.

Licensing
Massachusetts HB 2100 and NJ AB 4052 are two pool/spa licensing bills that APSP and NESPA are directly involved with and which we suspect will be considered Fall 2015/Spring 2016 as they navigate the legislative process in each state. We encourage our members in both states to work with us and we note that other states may also consider licensing legislation.

Drought
APSP continues to assist members in California, Texas, Arizona and other states out west to ensure pools, spas and hot tubs are protected from restrictions as much as possible.

The CPSC has made its 2015 Incidence Report on Pool & Spa Submersions available for download. The report can be downloaded by visiting poolsafety.gov.
